In coreSTORE, first create a + New Item and make sure to check the box Is Service:
Under the Pricing tab, scroll down and enter in the percentage amount you want this fee to apply to the return:
Select Save and you are done!
Now, when making a Return, you can add this item and it will calculate the fee appropriately:
