If the customer is seeing a shipping cost prior to selecting a shipping method, the cart assumes default shipping method.
To find the default shipping method, the system first looks at sort order. If all sort orders are equal, it will choose the lowest number in the record ID. To default it to a "free" option, lower the sort order number on one of the free options (usually pickup).
