Using the product pricing override tags for Shipping, I want to set a rule for in-store pickups are always free regardless of this setting.

The only way to do this is to create a product price type with code "SHIPPING_CHARGE_XXXXX" where XXXXX is the Shipping Method code. You can then set the general shipping charge for the product to $24.99, but the shipping charge for pickup shipping method(s) to 0.00
